Can I get the drivers side wheel well liner removed without removing the tire?

If I angle the wheel back and forth do you think I can get to all 11 bolts and get the liner off without needing to jack the car up and take the wheel off?
I want to do this on my lunch break and dont have jackstands with me.

use the jack man...don't be lazy
if your using your stock rims put the rim under the car when it's up. it will act like a jack stand if it does fall. (ur rim will take the hit, but that's better then having the whole thing crash down)

take the wheel off, yo. ask some neighbors for jackstands or something. trying to get that fender liner off w/out the wheel off is like trying to remove the turbo while the car is still running.

Just drilling holes or cutting slats in the liner, rather than putting on a template? I have thought about just pulling the liner, putting a matrix of 20-30 5mm diameter holes in there, and bam. Vented liner... Would this work?
