Can I lower the perch of my neu/bil shocks without removing the whole assebly from the car?

Sure..
But only with the proper spring compressor.
Something like this from RTI, or a similar model from Klann, or Hazet. They start off around $400.

I was thinking about borrowing a spring compressor from Autozone.
After I take the wheel off, do I just compress the spring while it is still on the car? And what's the best way to remove/attach the ring around the shocks? Is it pretty easy? Thanks

I used the autozone ones..
I don't think you could fit both of them (there are two - used on opposite sides of each spring) in behind the control arms. It's just too tight in there. Maybe you could get away with using one of them - but the ones I rented from autozone _did bend_ so be careful.
