Can I remove the black plastic rectangle that the rear plate screws into?

Just got my license plates and put them on. If I leave the dealer license plate frames off, the black plastic rectangle that the rear plate screws into hangs down about 3/4" below the bottom of the plate (looks bad on a silver car). Also, the two lower screws don't screw all the way in - the heads stick up about 1/2". The black plastic rectangle is held in place by two hex bolts which can be removed, but then there is still something else keeping it attached to the trunk lid. Is there a way to remove the black plastic rectangle and have the plate screw directly into the trunk lid? I really don't want to have to use a license plate frame, dealer or otherwise. Thanks.

Go to a hardware store and get shorter screws. They're metric (obviously) I forgot the size.
I replaced the rear license plate holder on my wife's 98.5 Avant. After removing the hex screws the only thing holding it on was some black gooey stuff (for lack of better description). I had to GENTLY and FIRMLY pull the holder off.
