Default by switch you mean what...
bolt on new rims? no need to rebalance...

you only need to rebalance when you actually put new tires on old rims... (or old tires on new tims...) only balance when they are OUT of balance OR you are putting new tires on...

I think what he really means is re-align, not re-balance.
