Can the water pump be switched out without taking the bumper off.

I had my timing belt done under warranty from the dealer, but they didn't do the water pump. The tensioner was starting to go, so they replaced that also.

If you have the AEB or ATW motors, then the waterpump is to the side of the engine block. Its not really needed in this case to remove the front, there is more then ample space to work in. The AWM motor has the timing belt driving the waterpump and the impeller in at the front of the block(read: should be replaced with timing belt).

I don't see how that's possible. There just isn't enough room to work. Also, it's a LOT easier with the crank pulley removed.
Make no mistake, the bumper is a pain in the *** to remove, but I think you'll save a lot of time and cursing by taking it off, and removing the radiator, and peeling the A/C condenser out of the way. Then everything is right in front of you and you can do the job right.
