you might be able to lower the jack a bit so it puts the tire on the ground. The pressure should be enough to break it loose

it takes a little while of wiggling/banging/pulling to get the wheel to loosen up. I usually work the perimeter with a rubber mallet and/or push/pull at the edge of the tire to help pry it loose

And then put a bead of anti-seize around the hub ring after cleaning it off with a wire brush.

I wrap the end with heavy cloth and strike the wheel near the lip (but not on the lip) like a battering ram. Works every time. When you get the wheels off, coat the center hub and wheel mating surface with antisieze.
