Car Won't Go to Full Boost

My 99.5 1.8t won't go to full boost anymore. The car boosts to around 11 psi then makes a weird noise that sounds like its coming from the turbo area. I have a giac chip and a 710n installed. Can anybody help diagnose this.

check vaccum lines?

diverter valve?
hose clamps on big tubes?
search?

Check BPV. I don't trust those 710

sounds like a BPV problem to me.

does it make a honk, or fart sound?
