Case of the dueling dealers
Long story in short:
Bought my car from Audi Dealer#1, took my car in for service at Audi Dealer#2. During the stop, tech removed Dealer#1 license plate holder and put on their own. At next service interval, went to Audi Dealer#1. During service there, tech removed Audi Dealer#2 license plate holder and put back on Audi dealer#1 plate holder. What am I, an advertisement on wheels?????

Tell dealers that changing holder is ok, but...
Tell the dealers that changing out the plate holder is ok, but you want other one back. Keep switching dealers every other service. In a few years you can sell the plate holders back to them in bulk and make a tidy profit on the side.

If they want their name on the holder, then they have to give you a loaner car.
If they want their name on the holder, like they're "YOUR" dealer, then they can finish the action by giving you a loaner car while you're in for service, even if you didn't originally buy your car there. Because, hey, they WANT to be your dealer, let'm prove it.
