Default no, you need to change the entire assembly because

it's a different gas system...there are 'blue' bulbs like the LUKS bulbs that give a look, but they aren't xenon.

Default More info..

A ballast is required to generate enough electricity to ignite the gas. The 12v battery alone cannot do it. It basically stores up enough juice to fire the bulb and then releases it (instantaneous action) It's a small sealed box you connect between the bulb and the power supply.
