Control arm recall - one time only?

I had my lower control arms checked back in Dec/2004 when the notice came out. The dealer told me they were fine and didn't change any of them. Since then I've developed that annoying squeak (which according to my independant garage, is coming from the left side, lower front arm).
So I call the dealer today and ask them what my options are. They tell me they checked them then, they were fine, and there is nothing they can do about it now.
Is this the way this recall is supposed to work? Shouldn't I still be able to get the defective arm replaced under the recall?

They're right, once they check them --they're off the hook, so to speak. It doesn't cover noise anyways, if that makes you feel better.
