converting my headlights to Xenons?

ok i dont know all of the technical terms concerning these lights. but i have a '97 A4 with just the regular old crappy head lights-yes the technical name. As of now i dont want to drop $200 or more @ ltekk for completely new left and right lights. I have been told i can just by the 'blue' or 'white' HID bulbs at Kragens or something and just replace my current headlight bulbs with those. I've seen the bulbs for about $40 a peice. Will this actually work? Thanks.

are these philips lights just a bright light like your high beams or are they brighter yet they dont blind people. Any color tint to them?
