could i use the vag to just pull error codes off other OBDII compliant cars?

probably not vag-com but with other software, given they use the serial protocol (bosch), then maybe. FORD/GM use a totally different protocol thats a big more electronically challenging than a simple iso/max232 interface.

vehicles. What I mean is that VAG-COM reads the raw data coming off the vehicle and interprets it for you so it is in plain english.
Also, OBDII compliant doesn't mean all vehicles use the same protocol. VAG uses the keyword protocol and I know GM and Chrysler use J1850 protocol. All newer cars being built within the past year and now are starting to use the CAN protocol. Their message structure is completely different.
You can however find the appropriate software for each vehicle (can be found on internet) and use the cable with your laptop to access most, if not all, OBD compliant vehicles.
