I actually hit 18.3 according to Dashcommand. At this point I don't know how accurate it is. No, I haven't logged block 115. I'll have to do that this weekend.

Block 115 is a map sensor reading and the map sensor is located before the TB which means it is outside of the intake manifold and for the fact that it doesn't read vacuum it reads in absolute pressure which includes atmospheric pressure. This is why the readings even when making boost are a good 800-1000+ mbar then the boost readings from a gauge feeding off the intake manifold.
The OEM MAP sensor is good for about 2550 mbar or basically a 2.5 bar map sensor or about 1.5 bar of actual boost for a 5 volt output signal. This is why the atmospheric pressure reading at idle is important, this way you can subract it to figure out the actual boost pressure readings from the log.
The idle readings will be higher at sea level or below sea level, lower readings as you get higher in elevation and adjusted altitude.

I logged block 115. At idle the reading was 1020mbar. So subtracing 1020 from all the results and converting to psi the peak requested boost was 9.57 psi and the peak actual boost was 9.28 psi. Looks like this is not chipped and Dashcommand is measuring the boost incorrectly.
Thanks for everyone's help and interest.
