Desperatly need help with timing

I'm in the "middle" of replacing the timing on my 98 1.8t and am stuck. I picked up the new tensioner setup (99.5+)and tried to install the pully that came with the kit but as soon as I tightened the 14mil bolt in the center of the pully, it tighted the pully to the block. I saw that the previous tensioner was able to rotate and figured that the new one should too. I have all the parts that were included in the tech page of a timing install write-up. Anyone, please help a fella to be able to go out on a friday night!
