ok, i am confused...
some guy is trying to sell me "original audi" 17" 6 spoke wheels for singapore dollars 3300
(comes with Continental Sport Contact2 225/45R17)
and he commented that their quality is better than the "oem but non-original" wheels...
can someone please explain?

First of all I'd be leery of buying something from Singapore, assuming you are in the U.S. If the deal goes sour you won't have any recourse.
I think what the seller means by "oem but non-original wheels" is that the wheels are made by Audi but they are not the wheels that came on the car originally. The confusing part is what he means by "original audi" wheels. If he isn't selling you a car to go with the wheels, their "originality" is of no concern.
