Mine came with hardware - lugs, hubcaps and valve caps.

Default But is it necessary to get some? Can I use the ones from stock?

How much does lugs cost generally?

Default Try to use the lugs made for that particular wheel...

When I bought a set of Ronals I was told to make sure to use the bolts that came with the wheels and when I go back (to my summer wheels) to use those bolts specifically for those wheels.

Default You should ask the shop or the manufacturer if they're supposed to come with lugs...

...and if so, what kind?

Don't forget to carry a set of the original lug nuts in case you need to use your spare!
