Yes and no......
It's hard to say X product makes 5hp and Y product makes 10 hp, so I should gain 15hp. It usually doesn't pan out that way.
X product may add 5 hp at 5000 rpm, and Y product add 10 hp at 3000 rpm, so the net effect is not 15 hp, but you will have more area under the HP curve, and that's what is most important.
Usually exhaust is good for decreasing lag, and add a little top end power, so the 15hp number could be added at the lower or top end of the curve, whereas the chip increases mid range power considerably, but not so much the top end.
The end result will be 40 extra hp in the middle of the curve, and probably 10-15hp extra horse on the top or bottom end.

Not really exaggerate, more like "tweak"
They are run under ideal conditions, and you don't know what the conditions are.
You could take a car straight off the street, and run it while hot for a baseline, then install the exhaust, let the car cool, put a fan on the IC, and you get a ton of power.
I remember reading an article on a dyno test to prove that a certain brand of oil (don't remember which one) made more power. They casually mention that the timing was advanced after the baseline run, but downplay the role of the timing int the hp gain. Talk about sleezy....
