Do racing seats only give front to back movement, or do some have up and down also.

It depends on the mounting brackets you choose. Most are only F to R movement.

Default My Recaro had 3 height positions adjust by bolts. But at highest position, they are ....
still lower than the OEM seat

Default UP/down is usually on the seat brackets
the brackets the seat comes with usually have multiple holes or slots in them for seat angle and height adjutment... but its a set and forget type of thing.

the seat bases you buy are usually forward/backwards type.
