I bought my 1998.5 used and it has 2 rear fogs. The previous owner didn't do any mods to the car that I knew of...if that was the only thing he/she did, then that is a pleasant suprise.

in Germany particularily, the fog is so thick, that often times the only thing you see in front of you is the one red light piercing through the fog. When the brakes come on, it is a very noticeable change. If you had 2 rear fogs on, it would not ba as noticeable, and your reaction time might be too long to stop.
