but yet looks like there should be one. Some body shops have been caught and fined for doing just that to cut corners and make a few extra bucks.

I don't know if it is legal or not but I'd bet selling the covers is legal even if using them is not.

I guess it would as a cheap way for someone doing a sport wheel swap but other then that .. ???

the goal is not to have your head hit a fully inflated bag, but to hit a bag that is losing pressure to softly stop your cranial movement.
So....unless they somehow acquired a fresh airbag and charge and packed it into the housing, it does not make sense.
My brother had nice little powder burns on his cheek when he flipped his old Supra Turbo.
