I don't think that's entirely true
Lowering the car increases static camber, since you're starting with more static camber you're going to end up with even more camber when you corner load the car. The best you can do is keep the contact patch flat as possible on the ground, I would think a lowered car would do a little better at this than stock.
But I would say dumped is a pretty lame term, certainly not something you'd hear about the engineering lab. Yo yo yo man I just dumped Schumi's F1 car fooo he'll have mad G's now ;-P
