I've rotated the tensioner pulley fully (counter clockwise) and the piston arm doesn't move at all. Is this a broken tensioner piston or is it just temporarily seized? Am I missing a step?

Try rotating it clockwise.

Um...you did replace the tensioner, tensioner lever and tensioner roller too, right?

i'm at the point where i'm taking off the old belt. So it's the old tensioner that's giving me the trouble. And yeah, i'm starting to think that I should rotate the tensioner pulley clockwise. Can anyone confirm?

Clockwise is correct, but you don't need to release tension to get the old belt off. Once the locking pin is inserted, just pop the cam sprockets off.
