Doing a TB change -- tensioner won't retract

I've rotated the tensioner pulley fully (counter clockwise) and the piston arm doesn't move at all. Is this a broken tensioner piston or is it just temporarily seized? Am I missing a step?

i'm at the point where i'm taking off the old belt. So it's the old tensioner that's giving me the trouble. And yeah, i'm starting to think that I should rotate the tensioner pulley clockwise. Can anyone confirm?
