Downpipe bolts stuck

My muffler shop is trying to get the downpipe bolts off at the cat to install an APR exhaust. He can't take them off without possible breaking the welded nuts free. If that happens is there any way to remove them without taking out the cat? What is the chance of them breaking? Does anyone make some that will not rust?

The mechanic warned me it would take many hours to remove it. He dosen't know anything about A4s. Is it possible to get new bolts on without removing the cat? Thanks for your help.

I did this on my 98.8 1.8TQMS and they came right out, no problem. I did go by the dealer and get new bolts and special copper nuts, just in case... Good luck.
