If your car is anything like mine, 70 is nowhere near redline in 4th... or 3rd for that matter..

It's called kickdown, and it's automatic downshifting to get higher RPMs when you request more "go fast" from the car.
Tiptronic just lets you do it whenever you want. Tiptronic will NOT let you downshift if it's in danger of causing damage, and that pretty much means anything that would cause greater than redline, as the tip computer will let you hold a gear until redline than automatically shift for you. If you try to downshift in a situation where it would cause redline, it will refuse to.

the Auto would go as far as 3rd if you floored it. I drop to 3rd a few times on the highway, there's nothign wrong with that.
The TIP is pretty much idiot-proof. It won't let you ruin the tranny/engine. It you choose a gear that would over-rev the engine, it won't give you the gear until your RPM's drop.
