Default DBW was introduced in 2000+ models. Yours is not DBW.

DBW is an electically controlled throttle as opposed to your cable controlled throttle.

Default DBW is 2000+ only

and it means that your throttle is controlled electronically as opposed to a cable. The term DBW is a little misleading because there is not a wire. Think of it more like drive by (electrical) wire via a computer.
