At least in my experience with the newer cars, yeah. Not sure on the old ones.

Default The TDI Club forums have a write-up on how to retrofit heated seats

The procedure is intended for Mark 4 applications, but you could probably make it work. qfrog and I used that to retrofit them into Mica's GTI.
