Default DV issue - failure symptoms/effects?

OK, more on the DV issue. And I understand the primary purpose of the DV. Here are my questions:

1) When a DV 'fails', does it affect performance because it allows boosted air to leak back into the inlet side of the compressor? Is this why some DV honk?
2) Does a DV 'failure' affect the DV's ability to relieve pressure back to the inlet side of the compressor when the throttle is closed?
3) I have a shrill-like sound after releasing throttle (in between shifts). Is this a failure? normal? related to the DV?

Time for a Forge or Bailey valve.
