Engine control unit disabled

I have a 98 A4, 2.4, Tiptronic. On the AUDI dealers computer it shows fault 17978 P1570 035, Engine control unit disabled.
The AUDI dealer says that it means nothing and does not effect the performance of the vehicle.
My AUDI service person says it could either be a fault in the instrument cluster or a fault in the imobiliser system where problems with the diodes on the key and the lock system cause the vehicle to mis-start intermittently, causing the control unit to shut down.
I have been complaining to the AUDI dealer about lack of performance for 4 years and would be appreciative of your comments on these issues.
I am also interested in whether having the Engine control unit disabled would cause any change in the performance of the vehicle, it seems to be slower and less agile when the control unit is disabled.
