I agree with valve / timing issues but also this.....
I don't see the tach moving at all, should'nt it be bouncing when attempting to start? His low fuel light stays on, out of gas, battery is way low.

Tach doesn't move during start, I wondered the same thing and checked on my '96. But moot as the timing obviously was the problem.

so i decided to do this valve job myself... machine shops were saying somewhere between 400 to 800 dollars...thats way off my budget so i decided to take the heads off apart and see how many valves i needed to replace to find out i did a liquid test..filling the intake port of water or i think alcohol with dye or some other products...but i used water. five intake valve were leaking but im thinking to replace the 12 just to be sure.....here are some videos
