Expected boost for MTM stage 3?

I've had MTM stage three for a year or two now. I've had surging issues and recently changed chips. Apparently, because I live in Denver and can only get 91 octance, Hoppen sent me a chip they use for the Italian stage three, because they have crappy gas there, too. With the first stage three chip, I would spike at 21 psi on 91 octane. With 96 octane (mix), I saw spikes as high as 24 psi.
I now have the "latest and greatest" version of MTM's stage three software, and am only spiking at 16 or 17 psi. It's very smooth, and feels every bit as fast.
I'm wondering if I can get some of the boost back and increase power safely. Any ideas or thoughts as to why there would be such a big difference in chips? Apparently the new program is the American version designed for 93 octane.

the ECU basically tells the engine that something is wrong, in the example above maybe he is pinging. If we can for a second assume that the engines spark plugs fire at Top dead center, when the car pulls timing it will fire a few degrees after top dead center, when compression in the chamber is lessened and the chances of something going wrong (like pinging)greatly reduced. As a result not as much power is made.
