Experiencing hesitation at low rpm 98 2.8qms 38k miles...Any thoughts?

Thought it was bad gas, so did the service manager when I called him (I trust this one).
Many tanks of gas later, it's back, but I'm not sure if it ever went away, it only happens at low rpm's (1500 - 2700) range, and I usually shift at around 3k rpms.
No check engine light, or stalling(sp?), just feels like it's running out of gas(and it isn't).
Any ideas are much appreciated...
(tried the search, but seems to be to non-specific of a question, so I apologize if this is old hat).

If I'm in second or third (no other gear works), and I let the rpm's drop to around 1000, and slowly apply the throttle(I mean SLOOOOWLY), in the 1500 - 2700 rpm range, the car starts to hesitate (hesitate defined as the feeling of stalling in gear, or running out of gas, something like power to no power to power and back until the rpms get to before 3k)
I called the service manager, he guessed bad gas (Chevron, no way), so without a check engine light, I took his advice waited.
I thought it went away until today, I was stuck in traffic at low rpms, and it started to hesitate again, so I don't know.
That's my best description.

I'll take it to the dealer (after my next track day of course), it's almost time for scheduled maintenance.
Car is a manual, and it's not the lack of low end power, although...
It's possible that the open exhaust is causing more low end loss than the stock system did, but I've had the exhuast for over 20k miles, so I'm sure the problem would have surfaced before then.
