Default Engine running rich? (vag it) Engine cold (let it warm up before emissions)? Toasted cat. conv.?

There should be an eight year warranty on the cat. Take it back to the dealer.

Default If there's any possibility it's a cold engine, that's the easiest to correct.

On a previous car I failed because I drove to get tested a short distance away without getting the engine warmed up.

Later that week, I took it out and did about twenty high speed miles before getting re-tested. It passed w/ no problem.
