Flushing Coolant in a 98 Explorer. The Coolant wont cycle.

Flushing Coolant in a 98 Explorer. The Coolant wont cycle.
I emptied the system and filled the res, but the resivour wont dump into the rest of the system.
Even turned the car on and it did nothing.
Help?
