Front brake imbalance i need help.

My car failed it's annual MOT inspection and the retest for a 26% imbalance in the front brakes.
Last year the imbalance was 24% and 25% is the fail level.
Thing is that since last year the car has all new calipers,carriers,pads and rotors.
I'm in Scotland the side thats braking harder is the passengers side.
I've bled the brakes twice. And made sure here's plenty of copper grease on the sliders and the backs of the pads on the weaker side.
Hopefully that will make a 2% difference and let me use my car again.
Any ideas as to what could be causing this imbalance?
