Frozen Gas Cap??

Frozen Gas Cap??
It's been cold as hell in Philly - around 8-15 degrees for the past couple of days. I can get my gas cap off, but the whole cap turns, including the little strap that connects it to the filler door. I can try it again once it warms up a bit, but do you think the cap shot or just frozen? Would a shot of WD-40 help? Other suggesions?

Cute. I may just wait till it warms up....
but anyone had this problem and should I expect to need a new gas cap? Just what I need - a blow dryer throwing a spark and sending my Audi and my house up in smoke (with me along with it).
