Fuel gauge moving when I start the car?

Hello,
Im new here I have a 1999 A4 quattro Avant did some reasearch on the fuel gauge and seen a lot on the sending unit,so I pulled it out and the wire was ok and cleaned up the pig tail and still no go? Than I pulled out the cluster to see if the needle was stuck and moved it back to E now it just moves around when you turn the ignition on or off could the whole cluster need to be serviced? or is the ignition switch bad?

VAG-COM. It can check the signals from the sending unit, check gauge cluster, and needle movement check. Without it you will just be guessing.
It could be anything from bad sender, wiring, power issue, or gauge cluster.

Google audi a4 erratic fuel guage. Lots of ways to fix it. The sender may need to be replaced or rebuilt if your handy. If your not handy, buy the part and the gas tank large o ring before you start.
