This latest version of Garrett turbos have an electric motor mounted to keep them spinning while there's a lack of exhaust, thereby eliminating lag. This motor has a rechargeble battery, recharged by what else? The turbo itself......

sort of like a fly wheel but one that would charge on de-acceleration by creating resistance and then releasing it on fast acceleration.
Some electric cars have this technology to recapture energy by recharging batteries for longer distances.

then it should not feel heavy like S/C's do, as in like the AC is on.
Funny, i was thinking about this as an option on a turbo, where there could be an electric motor to provide low end boost before the exhaust builds.

adjust shape and/or angle with RPM to reduce lag. Sounds pretty cool. I can't remember any details..but it was a small article.
