getting pulled over strategy

I'll throw my interior lights on so the cop can see clearly in the cabin, and wave my hand acknowledging his "authority". I'll continue until I find a suitable place to pull over, then the usual...hazards on, windows down, hands visible, and crying like a baby..."I'm sorry ociffer, I didn't mean to...".

But I alway feel like I'm on this ice if I continue to drive until I find a good place to pull over. Sometimes I wonder if I should just stop immediately and start crying like a baby, RKA style.

The trooper squats in the center median, and picks off traffic in the left lane of the highway. Rather than chasing people down with their cruisers, they will step out on the left lane of the highway and wave you over.

They put the officer in harms way, and they obstruct the flow of traffic, possibly causing the car to swerve to avoid the officer, or causing the car to slam on their brakes with traffic stacked up behind them. I would think this would be a huge liability for the states that practice these sorts of traffic stops. I can't even begin to understand why the troopers are even allowed to do this. And it's not like there is some sort of emergency that requires this. This is a routine traffic stop, and there are MUCH safer ways to conduct them.
