That's ALL they test!?! We've got a list of over twenty other checks they do besides the emmisions, including Cat Converter, Spark Controls, Air Injection, O2 Sensor, and of course, CEL.

As PDX said...scan the car...something else is wrong that's throwing a code.
Do NOT swap ECU's until you have a chance to pull the code. There is a very good chance the BOV caused the code.
GIAC chip has nothing to do with this. By swapping ECU's, you'll eliminate the code that's causing you to fail, but if the problem recurrs before you get to the inspection center, another code will be logged in the ECU, and you'll fail again.
