if it doesn't, it's replaced. No one at the dealer level can make any diagnosis inside the box regarding what fried or caused an ECU to stop working. Their only option is replacement.

A chip will not fry the ECU. Period, end of story.
It's possible it was a defective chip, but if that's the case, GIAC should be able to get you a new one for almost nothing, and you'd be on your way.
Dealerships usually make up for their lack of technical troubleshooting ability by placing the blame on the chipped ECU. $10 says that a new ECU won't fix your problem.

the ones with handles.
Like it's been said, a truly fried ECU will cause the car to not run, not have the MIL light come on. In addition, ECU's don't cost that much. Lastly, if it was running for a year, and now there is a problem, chances are it's not the chip.

probbaly isn't the chip. I guess the easiest way to to trouble shoot is to swap ecu's with another chipped and or stock ecu and see if the problem is immediately fixed. He should have the dealer try it in front of him and let them show him that their diagnosis is correct.

Blaming the chip and making you go back to stock is the dealer's simple yet effective way to fix your problem. Get rid of the aftermarket mod and it's fixed! They have no incentive to trouble shoot the performance chip.
Before you buy that new ECU, take it to a GIAC dealer like Shine or AWE (who don't just sell chips, but actually *know* Audis) to see if they can trouble shoot the problem.

What the heck were you thinking?
Dont you know that any aftermarket chip voids your warranty?
Thats why you either get it socketed or buy a spare ecu
Of course the dealer is going to tell you the chip messed up your car.
