GIAC vs APR - Which one gives more power at lower RPM's?

and no this is not a debate on which one is better. I just want to know which chip delivers the power when.

the stock software. My turbo seems to kick in between 2-3k. Looks like I have more reasearch to do before I purchase a chip.

it shouldn't matter what version you have. The chip doesn't "kick in", it affects the entire powerband. If you mean your turbo doesn't kick in until 4k then something is wrong with it.

after 6k the turbo can't handle any more and the power drops off. At close to 4-4.5k I'm running 22 lbs of boost.... =)

It doesn't hurt the drive-ability one bit.
It just gives you MORE juice in the mid-range.
Get the chip... and get it now.
By the way, I have a 2001.5 and a GIAC chip... and love it 100%
