GIAC X chip Boost levels Question

Just trying to confirm the possible source of my problem did some searching but didnt find much.
Got the X-chip a couple days ago and the boost levels i have been getting in different gears has me a little confused.
1st Gear 8-11psi (stock which i hear is normal)
2nd Gear hits maybe 15 then drops to 9-11 especially after 4000rpm the car falls flat.
3rd Gear hits 17ish then drops to about 12-15 this gear is very inconsistant sometimes only reachs 13-15psi
4th Gear love it hits 19 settles at 18
5th Gear stronger than 4th hits 20 holds 19
From what i have read i assume wastegate problem?
Any other ideas i find it strange that i can hold 18-20psi in 4th and 5th but cant get anything out of the lower gears.
Will VAG when i get a chance but kind of busy lately.
ALT about 1 mile above sea level and about 10 C or 50F

higher gear = higher load on the engine = higher boost. If you said you maxed out at 10 psi in 5th then I'd say you have a wastegate problem. I think you're good.

At first I would only hit 5 psi, limp mode, so I check every possible vacuum hose and the maf. Then after replacing most of the vacuum hoses around the intake manifold, and upgrading to the 710n.
I was now holding 11psi, stock, in 1st gear. Running through the gears I saw a similar pattern to yours.
So I wasn't sure if I still had a leak or my maf was on its way out, since I would'nt consistenly hold 18psi.

and I thought I was the only one that was experiencing this.
The most I have ever hit was 18. I haven't spiked up to 19-21psi, like it seems you are suppose to.
Could it be that something is still off on the car?
I don't have a CEL or a boost leak as far as I know. I'm going to try to get my car vag-com.
