"VASCAR (Visual Average Speed Computer and Recorder) is really a stopwatch coupled with a calculator. Once a distance is entered, the operator pushes a button to start then stop the stopwatch. VASCAR displays the speed calculated from the distance entered and the time measured. "
I would say get a lawyer if the points are what you are worried about.
what state are you in. I know a few good ones.

They use a timing device to calculate your speed between two fixed points. Local police in PA are not allowed to use radar, so they use this (which a radar detector can NOT help you with). Only State Police in PA are allowed to use radar (some antiquated state law that's still on the books).

A good way to know where this VASCAR is set up is sometimes they actually have two solid white painted lines , that are on the ground and go perpindicualr to the direction of the road (ex. if road travels N. and S. then there are lines pained E. and W.) , i have seen a few in philly and surronding areas , usually the two points are about 20 feet apart.

I could not beleive it. They told me I would be getting a refund. Originaly cost me $170, got back $70. Because this state is so god damn backwards, you have to pay these emergency funds, county costs, state costs, etc, etc, etc, till you ticket is outragous!
So for doing 40 in a 35 I had to pay $100, but no points! Thats okay, as long as there are no points.
