Handbrake imbalance. Left rear wheel does not lock. What could be the cause?

It so happens that a 1997 friend's A6 went for the TÃœV and he was diagnosed less than 5% handbrake effectiveness on the rear left wheel.
Both sets of pads were in similar reasonably good condition and so were rotors. Pedal braking was not affected, only handbraking of rear left wheel.
Would appreciate any comments on what could be causing this.

...while the other one sees what's going on at the rear calipers. Look for cable travel, cable tension, lever movement, complete release, etc...
