Headlight Bulb Replacement Problem.

I recently replaced the headlight bulbs in my 2001 1.8T and found that the lighting quality has actually gotten worse. The beam pattern is linear on the top, but the area illuminated is shadowy. I have spent hours for the past three nights trying to adjust it with the two screws, but the clarity is still awful. Is it possible that the actual bulb position in the housing is to blame, or the projectors out of focus...Need help fast. Driving at night is impossible.

I'm encountering the same dilemma and think no matter how many times we change the bulb it isn't going to help. This could be a flaw from the design and manufacturing stage.
