headlight washer stuck

headlight washer stuck
My left front headlight washer gets stuck in the extended position. A little rubber piece of the washer gets caught on the cutout of the bumper on the headlight side of the hole. It will go back down if I push it away from the headlight, but otherwise it will just stay up. I did a search and couldnt find anything.. does anyone know how to remedy this?
