I followed the directions on ross-tech site and it comes up with an error, i was told it was because i passed 100km before programming the unit. is this true? (if so i can return it in 8 months) when a line fails and get another, then program that one?

any way to get around it, i now have over 100miles on the new cluster.

This is true. The cluster needs to have less than 100km on it.
