How to completely remove swirl marks

Depends on the detailer. Places here get anywhere from $35-100 for a full car.
I suggest you try 3M IHG. Remember to use a little pressure with this stuff.
An alternative to that is 3M IMG (machine glaze) with a random orbital buffer.
From there, I'd go to Meguiars ScratchX
From there I'd go to 3M Swirl Mark Remover. If SMR doesn't do the trick, I'm not comfortable doing anything worse, seek out a pro detailing shop. You may even want to find a detialing shop before evne getting to the Swirl Mark Remover. It can do worse damage than good.

Same with the machine glaze. As he said, they both contain very mild abrasives (almost to the point of not mentioning that they are abrasive at all). The swirl removers have more abrasives to "cut down" the surface of the clear coat so that you don't have the swirls anymore. That's your permanent solution.
