how does this new super K04 compare to the T28 or stage 3?

Why are you so defensive?
Name a local, (I'm in RI) "healthy" APR S3 or PES T-28 car on pump gas programming and pump gas, and I'll gladly videotape some 0-100 sprints against them in my car.
You might be surprised that it's not the blowout you think it'd be.
Reread my post. Nowhere did I say a K04 was a replacement for a properly done big turbo kit.
All I said was that a healthy K04 car like mine will give a S3/T28 car on pump gas a decent run until 100 mph. I've run quite a few and it's been close. My car as run 13.9X @ 98 mph.
I'll say it again. This is NOT a knock against a stage 3 car, so PLEASE do not make it one.

Enough, in the right circumstances, to be competitive enough to the "big" turbo kits that for some people it might be a worthwhile alternative.
In terms of highway, high speed roll-ons, a K04 has no chance. I've never said otherwise.
In the end, in MY experience, the differneces have not been dramatic enough for me to muster the $4K to move up. That's all I'm saying. Again, it's NOT me being argumentative or bashing anything, as some have implied.

I see an average of about 17-18 psi unless IAT's climb, then it can go up from there. I don't have any "super tweaked" race programming. I run 93 with no problems or knock issues.

I'm sorry I upset you. It's just been my experience that in various runs over the years with the "big turbo" kits, I've never been beaten so badly that I said...
"wow, I gotta drop another 4 grand , that big turbo car put my front bumper to his rear fender from 0-100"....

no reason to defend yourself, I know your car is very strong and that you do indeed do very well against all but the strongest running S3's.

You're better off with a "real" turbo upgrade....
What do I know, my K04 has been strong and reliable for over 100K miles and lots of track days, and it's quick enough that I can't justify those expensive kits.
Just keep in mind it's not a "real" turbo so it's probably not worth it for you to consider.
