I believe he means the steering dampener and wants how to diagnose it.

Default i know the problem. steering rack is shot. need to replace with a new one. but you either have a ...
steering rack w/a steering strut. or a steering rack w/out a steering strut..

Default you will need one, but just swap the old one from the existing rack to the new rack...
if you're replacing the rack. BTDT.
